This is a brief, divided in two sections:

 

  • back ground and short history about Fluminense Football Club

 

  • insights and proposals for professional football players development from 10 to 20 years old

 

a-

 

The Fluminense Football Club is the largest championship titles winner at Rio de Janeiro State: 31 – the last one in 2005.

 

Founded in 1902, its first title comes in 1906, and we should remark that is the only one in Rio de Janeiro State with four titles in a row (1906 – 1909) up today.

 

Two national titles 1970 and 1984 and one world champion title– 1952 (Copa Rio organized by FIFA).

 

Among other international titles we could register:  Paris – 1976 and 1987, Viña del Mar – 1976, Tereza Herrera – 1977 and Seoul – 1984.

 

Playing against  the most popular team in Brazil ( Flamengo) has the top records of public attendance in regional football championship world wide: 1963 with 179 thousand people, 1969 with 171 thousand people and 1973 with 174 thousand people.

 

Recent research indicated that Fluminense has an estimated support of 10 million fans around Brazilian country.

 

Last but not least, in 1949 the International Olimpic Committee awarded Fluminense Football Club with the Olimpic Cup, recognizing it as the most organized institution of sports world wide.

It is fully accepted that the sports industry is one of the largest business segment in the world business nowadays and to be successful onto that arena requires a full professional approach, mainly at the football segment.

 

The huge distance of economic power between the strong leagues in the European arena and the football centers in Latin America (most of them) and Africa (a small, but growing

 

part) that produce yearly many talents players, generate a constant migration tendency, that keeps growing and increasing in one way only. This fenomenum is expected to became even bigger, because season after season, we observe that the athletes age falls, with registered cases of players with less than 15 years old, for example the transference of the twin brothers in 2007, players of the Brazilian National team under 17, moved away from Fluminense Football Club (Brazil) to Manchester United (England).

 

That reality imposes to the Latin American large and most representative football clubs to plan and invest on football players development complex. That movement is absolutely vital to those organizations.

 

In order to the athlete formation complex keeps growing and keeps being well succeed in the European and Asiatic centers, it is fundamental to develop actions in short, medium and long terms that develops:

 

a- A permanent and accurate psychological support is mandatory in order to develop a competitive personality and integrity on those young people. That will be a key factor for the career success in the future. We must have in mind that the problems originated by adjustment factors to foreigners cultures (Europe versus Latin America) has become a strong and severe issue, as we can see in the 2005 CBF (Brazilian Football Confederation) statistics: the flux of players – 728 players went Brazil and 594 returned back just after 6 to 8 months – because even with recognized talent, they faced adaptation challenges like language, differences of food, lack of communication, etc.

 

b- Cultural adjustment – Complementary cultural basic development, like basic notion of a second language (English, French or Spanish), knowledge of different feeding habits, and be familiar with some new technology (internet, for example), all those are required in order to improve and facilitate the cultural adaptation.

 

c- Physical Development – muscular development adjusted to the specific individual biotype. Since most of the athletes from Latin America comes from a humble origin (lower economic class) it is normal to show problems that will interfere in their future performance as a high-performance athlete.

 

d- Psychological adjustment – Help them to achieve the psychological maturity earlier and technical development of the natural and technical skills, adjusting the future high performance athlete to the early success (around 18-19 years old)

 

That situations demand integrated actions, but with different approach for each age level,  10 to 15, 15 to 18 and 18 to 20 years old.

 

It is normal to see a potential career to be stopped due the press pressure over a 18 to 20 years old boy that shows success.

 

Each step presents unique set of problems and solutions, but each one must be developed as complementary to the early step, in order to elevate the success range.

 

The higher goal to be achieved in an efficient management (medium and long terms), must be to provide full integration between the different steps of the development program of the individual.

 

Should be observed and pursued:

 

1– To put togheter the largest still manageable number of individuals between 10 to 15 years old, making possible the selection of those ones with higher technical potential. Considering that the migrating figures are one to each group of 4, we should have a migration of 250 individual for each 1000 we began with. We must, at this point, to high light the parallel benefit to the communities around the CDE, (Sports Development Centers, in Portughese) wich that program will bring strong an positive effect to the image of the institution – Fluminense and its partners / investors – because this kind of action will be reflected very positively in the specialized media and increase the positive support from the population, government and opinion makers in general.

 

2– That selected group of 250 individuals (future athletes) that migrate in the first phase of the program, will be target of more specific actions and will go through multi-disciplinary specialized professional analysis and activities, in order to develop their potential.  In this second step, will be expected that 1 to each group of  3 individuals will be able to be promoted to the next phase.

 

3– In the last and final step, individuals ( starting to be consolidated as athletes) between 18 and 20 years old, will be target of technical improvement in football practice, that means, identification and development of their natural talent as a player. At this phase should be given special attention to the psychological support, in order to reach, the earlier possible, personality maturity. This step is extremely important to a future well succeeded career, because it is principal purpose is to minimize the problems of adapting to new cultures.

 

During all the steps above, it will be given the higher importance possible to the regular school activities of each individual, in order to avoid the incapacity of the athlete as a citizen an as a social player, in case he doesn’t make as an high performance athlete, due to an accident, or even a possible failure of talent.

 

PROJECT  STRUCTURE AND DEFINITION        

 

Phase 01 – CDE (Sports Development Centers) – age range from 10 to 15 years old.

 

The Sports Development Centers, CDE, are reference points to the 1, 2, and 3 steps of the process, with the group composed by individuals from 10 and 15 years old.

 

At the start point (2008 – 2010) we plan 04 CDEs in specific regions of Rio de Janeiro State – North and South Regions, Lakes Region, Mountain Region – each of them having a population of 250 athletes in 2 shifts, always enforcing the regular school attendance.

 

The specialized professional multi disciplinary support – psychology, nutrition, medical, odontological, social assistance, and all the others required – will be originated and granted by partnerships agreements with local regional universities. This will allow not only full operational control, but also lowering the costs.

 

Also originated trough partnership agreements it will be the administrative management staff, maintenance and all the nutrition supply (food), this time with government – local, state and federal – taking advantage of the large offer of incentives to this kind of work. Also helps to low the general costs for Fluminense and all its partners / investors.

 

Its very important to mention that the individuals that aren’t selected to the next step after phase b, when they became 16 years old, will be individuals with basic concepts of citizenship, environment  preservation, as well they will have all the civilian documents required by law (still a social problem in Brazil), will be graduated in high school level and will have computer technology  among other skills.

 

Important remark: futsal will be strongly used as a technical skill and ability developer. More than 60% of the most famous and brilliant players from Brazil in the last 20 years started the practice as futsal player.

 

The CDEs participants will be regularly taking part of clinics, competitions and special training, specific selected by age, allowing a constant evaluation of their development, as individual as well faced to the overall population and group.

 

We must remark again, all the enforcement approach that will be given to that specific age range, 10 to 15 years old, to the regular scholar activities, to the basic notions of a second language and, finally, to the technological basics and fundamentals focused on the web usage, in parallel to the psychological – organic development, major problems in the human teenager phase.

 

Phase 02 – Technical Center of Xerém – range from 16 to 20 years old.

 

After the first step, the selected individuals will be sent to TC of Xerém, to became future high performance athletes. We expect to receive an average of 100 / 150 athletes per year – football season. The enforcement in the education field will still remain at this step, as well as the psychological attention.

 

At this phase, the individuals will have an historic of competitions participation, prepared for higher visibility championships like Rio de Janeiro State and national league matches. As well as, for the better ones, it will be opened the opportunity for the Brazilian National under-20 team.

 

All those activities brings, as direct effect , a strong exposure for the young athlete. Media, public recognition, and so far. That will affect, for sure, their psychological equilibrium, and should be enforced a strong support from the administration. This kind of recognition, should be said, also riches Fluminense and its partners / investors  directly.

 

At this point, the individual psychological support becomes imperative. Because this exposition brings an enormous pressure that demands a premature growing from the athlete. If this matter is not closely monitored, it can frustrate all the work previously done and, as consequence, to frustrate a potential successful career.

 

The TC of Xerém will have a organized infra-structure (administrative, technical, technological and specialized professionals staffs) witch will allow a constant analyses of the athletes inserted of the overall group, since the early phase (10 years old) till the present moment..

 

This management and control monitoring, are essential for the development of the athletes in the group to be monitored. Not only for the athletes skill individually, but comparing them with the rest os the group as a roll.

 

The TC of Xerém will have a physical structure to allow a group of 100 athletes to live in the facilities.

 

In the last stage of the athlete formation,(18 to 20 years old), when he will already have his league rights registered, his subscription into the Draft system will be made, in order to allow a full detailed plan and control of his professional career.

 

 

DRAFT SYSTEM – Preliminary PROPOSAL  

 

It will be managed by Fluminense and its partners / investors. The board composition and shares proportion will be established if future specific contracts to be discussed (Management Committee).

 

As starting point, we see three different ways for the athlete allocation.

 

  • professional Fluminense Footbal Club cast.
  • a temporary loan contract (06 or 12 months) to smaller teams in Brazil or abroad, in order to give professional experience / maturity to the athlete.
  • A definitive and final tranference of the Federative Rights, through financial compensation, (market value agreed and accepted by the Management Committee, composed by Fluminense and his partners / investors).

 

Annually every partner will have the right to choose among the athletes that became professionals. Using, for example, the Draft System implemented by NBA nowadays. This will be under rules established by Fluminense and its partners / investors.

 

That Draft System allows that the beneficiary at this moment exercise his priority over the specific athlete Federation Rights and, after that, to repass to a third part. We believe that should not be allowed to repass his chance of choice.

 

Annually, in the moment that the beneficiary exercise his right of choice, could be indicated one of those destinations described above, however to be indicated for the Fluminense professional cast it will be always a Fluminese prerogative.

 

Another valid composition, that should be object of analysis, could be to split the Federation Rights by the partners.

 

Just for illustration we now suggest the follow composition:

 

35% property of Fluminense Football Club;

35% property of partners / investors

15% property of the draft beneficiary

10% dedicated to the Re-investment fund

5% property of the athlete himself ( a personal inventive to the draft system approval and participation)

 

All the future rights as developer institution (FIFA regulation) will be always returned to the Re-investment Fund.

 

Preliminary Requirements

 

In order to establish a successful project, with efficiency and effectiveness guaranties, must be observed some technical preliminary steps:

 

01- Financial – Physical and infra-structure projects of architecture for the CDEs and Xerém Technical Center;

02- 5 years detailed financial business plan;

03- Juridical contracts, partnerships agreements and any other management deals;

04- Identification of potential partners / investors

–  financial investors                                                                                                              –  operational investors

–  Government support agencies

(formal and official incentive lines of credit, as well as established agencies to be involved );

05- Approvals and support required from FERJ (Rio de Janeiro State Football Federation), CBF (Brazilian Football Confederation), COMEMBOL (South America Football Confederation) and FIFA.
